Adds a machine-readable card for the te CLI using the registry operational format.

The entry focuses on the concrete agent-facing surface: governed inference workflows, trace and approval inspection, non-secret registry metadata, and orchestration starter generation. It also marks remote mutation and secret exposure risks explicitly, with confirmation and least-privilege guardrails.

The README was regenerated with python3 scripts/generate_readme.py.

Thanks for maintaining a registry that makes the operational risk of agent tooling visible.
