Added an AtlasPatch release announcement and introduced a new “Projects” dropdown in the header linking to the AtlasPatch site (opens in a new tab). Also fixed navbar dropdown behavior by removing duplicate Bootstrap script loading and updated documentation accordingly.

• header.html: Added “Projects” dropdown with “AtlasPatch” external link; removed visible caret
• main.scss: Removed navbar overflow clipping and hid the dropdown caret via .dropdown-toggle-no-caret
• footer.html: Removed duplicate Bootstrap + theme-toggle script includes (avoid double-initialization)
• README.md: Added “Project Sites” section (AtlasPatch link) and updated “Last Updated”
• DEVELOPMENT.md: Updated “Last Updated” and clarified external vs internal URL guidance
