Increase section spacing and pause folded debug rendering

Summary

Follow-up sidebar polish:

• increase space directly below each open section header
• reduce bottom padding so the visual balance is clearly top-heavy
• move Reset camera out of Advanced and render it as the same lightweight text action style as Clear data
• keep Velocity vectors as the only current Display Advanced control
• reuse one generic .panel-actions layout for both actions

Folded Live debug data behavior

Detailed debug HTML is now skipped while the Live debug data section is folded.

The lightweight header summary can still refresh at the existing throttled rate, but Frame / Objects / Zones / Control HTML is not regenerated while hidden. Opening the section forces one immediate render with the latest data.

This removes unnecessary DOM/string work while keeping the collapsed status useful.

No tracking, connection, or Three.js rendering behavior changes.
