feat: refresh stars and expand JEV catalogue

Summary

• refresh star snapshots for the existing catalogue as of 2026-09-22
• add 23 source-reviewed JEV projects discovered through GitHub repository search, code search, catalogue cross-checking, and fixed-commit source inspection
• expand the catalogue from 148 to 171 projects and sync English, Chinese, and Japanese READMEs
• retain the documented editorial exception for choxos/jev-reviewer below the 50-star floor

• npm test — 4/4 passing
• git diff --check
• website-data export — 171 projects
• catalogue invariants — 23/23 additions matched, no duplicate repositories, no new entry below 50 stars
• changed-file credential scan — clean

Documentation

• README.md / README.zh-CN.md / README.ja.md: synchronized project counts, category counts, star snapshots, and all 23 additions
• NOTICE.md: updated the discovery-method attribution to include GitHub search, catalogue cross-checking, and direct source inspection
• CONTRIBUTING.md: reviewed and remains current
