Feature/local action - #39

Self: Release ran develop's release.yml, which called the action at v1.0.1, before the prepare check existed, so preparing 1.1.0 failed. Self: Register would fail likewise once a release merges, since master's register.yml calls the action at the release's own tag, which only exists once it's registered. release.yml and register.yml gain the input local-action, which runs the action from the checked-out commit; the Self- callers set it.
The action runs ReleaseFlow, here with the ReleaseFlow app's token, and in every repository that calls the workflows.
A composite action passes on only the outputs that it declares, so register.yml never saw registration's decision and never commented. actionlint caught it once Self: Register ran the action from the checkout, whose action.yml it reads. A test now holds action.yml's outputs to those that ReleaseFlow writes.
