Summary

The fleet-plan comment on CampusTech/fleet-gitops#157 listed REMOVED | 💻 Workstations | Profile | TEST ACME Renewal ID, but that PR only touched an Okta Verify script. The profile was uploaded to Fleet through the API while testing fleet-gitops#155. It isn't in YAML on any branch, so the next gitops apply will delete it. Nothing in the comment showed that the change didn't come from the PR.

This PR fixes three things:

  1. Drift is flagged instead of hidden. Some changes already exist between the base branch and live Fleet: they were made outside gitops, or merged but not yet deployed. These used to be subtracted from the plan. Now they stay in it, because merging still applies them, and are marked not from this change.
  2. Lib-only PRs get a baseline. The baseline used to extract only the changed files. A PR that touches only lib/... therefore had no baseline team file, so the drift check never ran for that team. That is why #157's comment showed the profile as if the PR caused it.
  3. The baseline never ran on GitHub. DiffBaseSHA came only from GITHUB_BASE_SHA. GitHub Actions never sets that variable, so the base-branch comparison was skipped on every GitHub run without a warning. It now falls back to pull_request.base.sha from $GITHUB_EVENT_PATH.

Changes

  • internal/diff
    • ResourceChange.Drift and ConfigChange.Drift added.
    • subtractResourceDiff and subtractConfigChanges replaced by markDrift and markConfigDrift.
    • Matching rules:
      • Added and modified resources count as drift only when their fields are identical. If the MR changed a resource the base branch already adds, it is still the MR's change.
      • Deleted resources match by name.
  • cmd/fleet-plan
    • baselineFiles() adds every in-scope team file to the baseline extraction, plus default.yml (or --base) when global config is in scope.
    • Paths are slash-normalized, so this also works on Windows.
  • internal/git: Detect() reads the PR base SHA from the event payload when GITHUB_BASE_SHA is unset. The payload parsing is shared with the PR-number lookup.
  • internal/output
    • Markdown: drifted rows get ↪️ _not from this change_ in the Details cell. The summary line gets (N not from this change).
    • Markdown: when drift is present, the NOTE explains where it came from and that merging applies it.
    • Terminal: drifted rows get a dim (not from this change) suffix.
    • JSON: drifted changes get "drift": true (omitempty).
  • docs/Architecture.md: CI mode documents the baseline drift step.

Behaviour change: a plan that contains only drift now counts as having changes. It shows a comment, and --detailed-exitcodes exits 2. This is intended, because applying the MR would still change Fleet.

Example markdown output:

| REMOVED | 💻 Workstations | Profile | **TEST ACME Renewal ID** | ↪️ _not from this change_ |
---
**1 deleted** (1 not from this change)

> **NOTE:** 1 change marked _not from this change_ already differs between the base branch and Fleet: made outside gitops, or merged but not yet deployed. Merging this applies it too.

Test plan

  • go build ./...
  • go vet ./...
  • go test -race ./...
  • golangci-lint run reports no issues
  • Coverage did not regress (91.1% total, every package above the floor)
  • Validated against a live Fleet instance: re-run on fleet-gitops#157 after release; the ACME test profile row should carry the drift tag

Invariants

  • API client still issues GET only — no Fleet state is mutated
  • HTTPS still enforced (FLEET_PLAN_INSECURE=1 remains the only escape hatch)
  • No secrets in code, logs, output, fixtures, or CI comments
  • No platform-specific code

Summary by CodeRabbit

  • New Features
    • Baseline-matching changes are retained in plan output and marked as “not from this change.” Markdown and terminal output include drift annotations and counts; JSON output includes a drift flag.
    • CI baseline checks include relevant team files and, when global configuration is in scope, the configured base file or default.yml.
    • GitHub pull request base revisions can be read from the event payload when a base SHA environment variable is unset.
  • Documentation
    • Updated architecture documentation to describe baseline drift checks and their output.

Changes that already exist between the base branch and live Fleet (made
outside gitops, or merged but not yet deployed) were silently subtracted
from the plan. Keep them, since applying the MR applies them too, but flag
them (ResourceChange.Drift / ConfigChange.Drift) and render them as
"not from this change": tagged in the markdown Details cell, counted in the
summary with an explanatory NOTE, dim suffix in the terminal, and
"drift": true in JSON. Added resources now need identical fields to match.

Also extract every in-scope team file (and default.yml / --base when global
is in scope) into the baseline. A PR touching only lib/ files had no
baseline team, so out-of-band drift, such as a test profile uploaded via the
API, showed up as if the PR caused it (fleet-gitops#157).

GitHub Actions never sets GITHUB_BASE_SHA, and fleet-gitops' workflow
doesn't either, so DiffBaseSHA was always empty on GitHub and the baseline
pass was skipped on every run. Fall back to pull_request.base.sha from
$GITHUB_EVENT_PATH; GITHUB_BASE_SHA stays an override.

Fold the global-file choice into baselineFiles so it is unit-tested, and
cover the terminal drift suffix for config, added, and modified rows.

A team that is already on the base branch but not yet in Fleet listed all
of its policies and queries as additions by the MR, because the new-team
branch never consulted the baseline. Mark them as drift there too.

Adds an end-to-end test that commits testdata to a temp git repo, uses that
commit as the MR base, and asserts every row in the comment is flagged.

Name-only matching labelled a policy the MR edited, in a team already on the
base branch but not yet in Fleet, as "not from this change", so a reviewer
could skip a real change. Build the new-team additions with diffPolicies /
diffQueries against an empty Fleet state so they carry fields, and use the
same field-aware markDrift as every other path.

Walkthrough

Baseline checkout now includes in-scope team and global configuration files. Matching baseline changes remain in diff results with drift flags. JSON, Markdown, and terminal output expose those flags.

Changes

Baseline Drift Reporting

Layer / File(s) Summary
Baseline file selection
cmd/fleet-plan/main.go, internal/git/git.go, cmd/fleet-plan/cmd_test.go, internal/git/git_test.go
The CLI selects changed files, scoped team source files, and applicable global configuration files for baseline checkout. GitHub base SHA detection uses the event payload when GITHUB_BASE_SHA is unset. Tests cover file selection and Git-mode behavior.
Baseline drift matching
internal/diff/differ.go, internal/diff/differ_test.go, docs/Architecture.md
Matching resource and config changes remain in the diff and are flagged as drift. Tests cover matching criteria and global, team, no-team, and new-team cases. Architecture documentation describes the behavior.
Drift output formats
internal/output/json.go, internal/output/json_test.go, internal/output/markdown.go, internal/output/markdown_test.go, internal/output/terminal.go, internal/output/terminal_test.go
JSON includes drift fields. Markdown and terminal output annotate drifted changes, and Markdown includes a drift count and conditional explanatory note. Tests cover flagged and unflagged output.
