Summary

fleet-plan said "API token lacks permission" in places where it didn't know that. A 404 can be a server without the endpoint and a 402 can be a Fleet Free license, yet both were reported as token problems. Now the token is named only when Fleet returns a 403. Anything else reports the HTTP status Fleet actually returned.

Split out of #71; the two PRs don't depend on each other.

Changes

  • internal/api
    • The *Unavailable flags were bool and are now int: the refusing HTTP status, 0 when the resource was read. This covers team software, profiles and scripts, and no-team policies, profiles and scripts.
    • New refusedStatus helper. The isPermissionError doc comment no longer claims a 404 means the token.
  • internal/diff
    • New skippedDiff(kind, status, what). A 403 gives "… diff skipped: API token lacks permission to read …". Any other status gives "… diff skipped: Fleet returned HTTP for …".
  • internal/output
    • The "Token lacks read access" warning now collects only 403 messages. Other statuses render as ordinary ⚠️ error rows.
    • "Every label has 0 hosts" was folded into that warning as "label host counts". It's now a neutral ℹ️ note: "Label host counts hidden: Fleet reported 0 hosts for every label." Zero counts may just mean no matching hosts.
    • The not-diffed note was "Fleet does not report these, or the token cannot read them" and is now "Fleet did not report these".
  • docs/Architecture.md: added a sentence on how refused resources are reported.

Fleet-maintained app categories already blamed the token only on a 403 (DetailForbidden), so they're unchanged.

Test plan

  • go build ./...
  • go vet ./...
  • go test -race ./...
  • golangci-lint run reports no issues
  • Coverage did not regress
  • Validated against a live Fleet instance. Not run separately; this changes message wording only, and the refused-resource paths aren't reachable with the current full-access token.

New tests:

  • TestFetchAll…NoTeam asserts statuses 403/403/404.
  • TestDiffUnavailableBlamesTokenOnlyOn403 covers 403, 404 and 402 messages.
  • Two markdown cases: a 404 isn't in the token warning, and zero label counts are stated, not blamed on the token.

Invariants

  • API client still issues GET only — no Fleet state is mutated
  • HTTPS still enforced (FLEET_PLAN_INSECURE=1 remains the only escape hatch)
  • No secrets in code, logs, output, fixtures, or CI comments
  • No platform-specific code

Merge note

#71 and this PR both edit the not-diffed note area of internal/output/markdown.go and its tests. Whichever merges second needs a small rebase.

Summary by CodeRabbit

  • Bug Fixes
    • Improved diff reporting for resources Fleet declines to provide. HTTP 403 responses are identified as permission issues, while other status codes are reported separately; unavailable resources are skipped rather than compared as empty.
    • Clarified when configuration sections were not reported by Fleet, and added a note when labels have no reported hosts. Configured keys absent from API output are listed as “Not diffed.”
  • Documentation
    • Updated the diff engine guidance to describe how unavailable and unreported resources are handled.

Several messages said "API token lacks permission" without knowing it:

- Team software/profiles/scripts and no-team policies/profiles/scripts
were marked unavailable on 403 or 404 and always reported as a token
problem. The flags now carry the refusing HTTP status. A 403 keeps the
token message; anything else says "Fleet returned HTTP <n> for ...",
and only 403s feed the "Token lacks read access" warning.
- Every label at 0 hosts was added to that warning as "label host counts",
though it may just mean no matching hosts. It is now its own neutral
note: "Label host counts hidden: Fleet reported 0 hosts for every label."
- The not-diffed note no longer suggests the token: "Not diffed (Fleet did
  not report these)".

Fleet-maintained app categories already blamed the token only on 403.

Walkthrough

Unavailable-resource fields now retain Fleet HTTP status codes. The diff engine and Markdown output use those statuses to distinguish permission errors from other responses. Markdown also reports when every valid label has zero hosts. Architecture documentation describes the related diff behavior.

Markdown notes when Fleet did not report settings and when all valid labels have zero hosts. Permission warnings include resources refused with HTTP 403, not other response statuses.

Fleet resources that are refused, including HTTP 402 responses on Fleet Free, are now recorded and reported with their HTTP status. The API token is blamed only for HTTP 403. No remaining merge-blocking risk was identified.

Allow HTTP 402 to reach the skipped-diff path.

If a team or no-team resource GET returns HTTP 402, isPermissionError returns false. FetchAll then fails instead of storing the status. The new diff test supplies 402 directly, so it does not exercise this failure. Accept 402 as a skippable resource refusal and add a FetchAll test that returns 402 from an endpoint. Keep transport and other unexpected errors fatal.

A Premium-only endpoint answers 402 on Fleet Free. isPermissionError only
matched 403/404, so a 402 from a team or no-team resource aborted FetchAll
instead of recording the status for the skipped-diff path. It now matches
402 too; transport errors and other statuses stay fatal. The FetchAll
no-team test returns 402 for policies.

#71 added unreadable() as isPermissionError plus 402. This branch makes
isPermissionError match 402 itself, so AddMovedConfig uses it directly.
