Summary
Ports upstream ClickHouse/clickhouse-docs#6428 — removes the hyperlink wrapping "Private regions" in the Enterprise tier of the managed-postgres pricing table.

Mirrors the Docusaurus change in the upstream merge. Only the English copy was updated; i18n directories were intentionally skipped per instructions.
