Every Effect diagnostic, suggestions included, now fails tsc --noEmit and so the check gate.

ignoreEffectSuggestionsInTscExitCodetofalsein the tsconfig plugin entry. It defaults totrue, so @effect/tsgo suggestions never failedtsc --noEmit. Now every Effect diagnostic at every severity fails the gate, so the suggestions cleared in #249 cannot come back.
