Calendar page for papers showing past and future lectures

A mixture of the existing calendar https://ratsinfo.leipzig.de/bi/si010_e.asp and the "Beratungsfolge" and https://ratsinfo.leipzig.de/bi/vo020.asp?VOLFDNR=1008918 but then showing

• paper id as title or paper title dotted out
• paper title (as hover, as might be too long)
• type of meeting (e.g. 1. Lesung, 2. Lesung, Anhörung)
• type of committee (e.g. Jugendhilfeausschuss or Ratsversammlung)
• location of meeting (e.g. Neues Rathaus, Zi. 360)
• time of meeting (already given by calendar), resp. Tagesordnungspunkt, to approximate time
