CUT is set to A + WINDOW, but the staging check runs later. If that check requires NOW + 13,200 <= CUT, the default WINDOW=13,200 fails after any elapsed time between admission and staging. Set the default window to at least 15,000 seconds, or derive it from the admission-to-staging allowance, so staging retains 1,800 seconds followed by qualification and margin.
