Wires up a `cost-self-test` workflow that exercises the CloudOracle Action via `uses: ./` against a single-resource Terraform plan in `e2e-test/`, so changes to action.yml / Dockerfile.action / entrypoint.sh / pr-check are validated end-to-end on every PR before a release tag.
