task close 不再依赖事后手改；check-doc-links 拒绝仅存在于索引的目标。补 active/.gitkeep，并修好已断的三条审查链接。 Co-authored-by: Cursor <cursoragent@cursor.com>

Summary
task close --yes在renameSync之后改写正好指向该 task 的 Markdown 链接，不再依赖 30 事后手改。check-doc-links要求仓内目标既已入库、工作区也还在，关账前git add过的旧路径不能再假绿。docs/tasks/active/.gitkeep，避免干净 clone 上 W2readdirSyncENOENT。Test plan
npm run typechecktest/close-retarget.test.ts、test/check-doc-links.test.ts、test/w2-gate-table-contract.test.ts、关账 JSON/快照与test/cli-p0.test.ts（79 项通过）test (22.x)/test (24.x)转绿后再考虑后续发版v3.0.1（仍指红提交7a6190f），也不要npm publishMade with Cursor
