Advances A03/A04/U01/U17/U17a/U20/U21 to MERGED->READBACK (user ACCEPTED sign-off pending), re-qualifies A00 (blocked->merged), A02 (open->partial, 90-archive marked+gated residual by design), A05 (open->recorded), U19 last layer (pending->SKIPPED_HEADLESS @9f57ca3, desktop E2E known-external). Freezes dated OPEN-TASK-REGISTER-20260917.md to taskpacks/history/ + rebinds the taskpack index pointer (authority §13). Backfills DRIFT-AUDIT-CLOSURE §7 GATED->CONVERGED + U19 handoff POST-MERGE STATUS. Adds taskpacks/current/POST-MERGE-FOLLOWUP-AUDIT-20260923.md (full follow-up task list). Local structural checks: authority-reference / three-project-boundary / error-ledger all PASS.
