What does this PR do?
This change enables service discovery with a static JSON file as the config source, allowing more advanced SD configuration without having to use another piece of infrastructure.
Motivation
We needed the ability to configure multiple checks per image, something that doesn't work with the
auto_confconfig mechanism, but we don't have etcd or Consul in our environment.
