What does this PR do? What is the motivation?
I did a pass over about half this doc to tighten wording, fix style issues, and make things clearer. Will do the second half in another PR to keep the change sets small(ish).
cc @nhamlani101 in case you want to weigh in, especially on the changes to the intro paragraphs
