Synchronize cli master into staging
* Name the CLI as the source on the login credential check The check reads the account with the saved key, so it is logged like any other request. Without the header the API counts it as plain API use. Includes the staged fix that marks API-key verification requests as CLI use. Packages CLI and alias 0.4.1 together so Next and API consume the same source. Validation: check (86 tests), public artifact guards and both packages installed in a clean consumer. Publication remains disabled.

Requested source sync: Next targets staging; supporting repos target master and then back-merge master into existing staging. No manual production activation, database migration, registry publication, Zapier promotion or native release.
