docs: v1.1 roadmap implementation and test audit - #2

Map the 2026-09-15 v1.1 roadmap milestones to implementation paths, PRs, and VM test results. Document baseline, CI gaps, and remaining work before post-1.1.0 maintenance. Co-authored-by: Uday Chauhan <chauhan.s.uday26@gmail.com>
