1875 add i10 1 high field magnet devices

Fixes #1945

• Added high field magnet controller allow set with tolerance and flyable.
• This is now ready but it may be worth to wait for a respond for this Create a helper to easily allow tying a setpoint and readback together bluesky/ophyd-async#996 so we do not remaking the same things.
