feat : yaml file to store repo related data and configurations

make a yaml file to store description about the codebase, path and files to ignore for review , relevant labels for repo, branches not to be deleted and PR titles to be ignored.

Note : seems quite much info for repo level so can be implemented as settings or configurations in dashboard as well
