Add CarboScope cmorizer

Description

Adds Cmorizer for Jena CarboScope reanalysis, adding monthly fgco2 and nbp, along with their respective fx files.
I've added a downloader for the 2020 version, which I used for my paper, and tested the 2024 version to also run with the cmorizer, but without the downloader as I didn't get a good link for direct download for the respective file. The changes to add versioning detailed in #3452 don't seem to be implemented yet, how would you like to handle both versions for this cmorizer?

P.S.: original code from @schlunma , I just adapted it to the current ESMValTool version, can we add a coauthorship for him? 😃

Hey @bettina-gier,
I thought I could look into your pull request here, but I am a little confused about the double data sets: if we cannot easily download the more recent dataset, then why would we want a cmorizer for it? Would it not be better to just have the 2020 dataset that we can download automatically?

well manually downloading on the website works fine, just can't get a direct link for downloading too put in the downloader. I thought we'd always want the newest version, the v2020 is just the one used in the paper. But sure we can ignore v2024, once downloaded the code for the cmorizer works for it anyways.
