A partial write could leave evidence temporary files because ownership was recorded only after writing. Open exclusively first, close before promotion, and clean up owned partial writes while preserving the original target.
Advance Rail and MandateBound to their reviewed merged fixes for receipt/event timestamp consistency and strict external checkpoint keys. Add one same-case moving-clock handoff/replay regression; retain the unchanged testbench runtime pin and historical replay fixture.
Validation: 181 unit tests passed with six platform skips, all five compatibility tests passed, 13 Chromium journeys passed, and full clean-root integration passed on this exact candidate. Independent review covered partial-write failures and producer interoperability. The moving-clock regression fails against the old pins.
