Route planning tasks through model API

Summary

• route planner and PM tasks through the OpenAI-compatible model API while execution agents use CLI runtimes
• keep local-dispatch as the explicit offline/test path, but surface model API and CLI misconfiguration as real dispatch failures in hybrid production routes
• update workflow/runtime tests for the hybrid DeepSeek + CLI split and stabilize the CLI idle-timeout test window
