Summary

Set the canonical package and lockfile version to 1.0.0 for the first stable boilerplate release.

Motivation

The GitHub publication, six supported profiles, collaboration policies, documentation, automation, and verification gates are complete and ready for a stable release.

Testing

• uv lock --check passed.
• All pre-commit and pre-push quality gates passed.
• Wheel and source distribution version 1.0.0 built successfully.
