pull_request_target runs in the base repo's trusted context (write token/secrets). An actions/checkout with ref of the PR head under pull_request_target is refused unless allow-unsafe-pr-checkout is set, which blocks validating fork PRs in CI (e.g. EmoTracker-Service #11). This job only lints JSON with python -m json.tool, needs no secrets, so switch to plain pull_request.
