I reviewed the changes in this PR. The two fixes are:

1. Negative IOU expense display — adjusts parameters passed to getAmount/getConvertedAmount so IOU report totals display correctly (positive) in the Total column.
2. Tax column visibility — switches hasTaxInfo to truthy checks so that the default taxAmount: 0 seeded by buildOptimisticTransaction doesn't flash tax columns on offline-pending transactions.

1. Negative IOU expense display — removes extra boolean parameters from getAmount/getConvertedAmount so IOU report totals display as positive values.
