[NoQA] Fix Split Update payload

Explanation of Change

Coming from the linked issue, when updating existing split transactions, App was only adding reportID to a split payload if the split transaction was missing from local Onyx. That made local Onyx presence act as proof that the split already existed in the backend. If App had stale or optimistic split data but Auth did not have that split transaction, UpdateSplitTransaction sent transactionID[n] without reportID[n], and Auth rejected the request with 400 Split report ID not provided.

This PR updates the split payload builder to always include each split expense’s reportID when available. Auth can ignore it for true existing splits, but it has the report context needed if it has to create a missing split.
The update also keeps reportID out of split edit change metadata so adding the API context does not create a user-visible field-change message.
