Moves the existing main-push ordinary-settlement workflow to the published Coordination CLI 0.3.0

The secret-free observer revalidates the fixed main anchor throughverify-main; repository profiles, required checks, credentials and legacy anchor bytes remain intact.The package pins use the actual verified served archive for this repository’s existing download route. 8eef1ab7; readback-only finalization run 37983508705 at401a89e3completed both-feed verification and immutable v0.3.0 release-asset readback. The original failed publication 37979658494 remains preserved; finalization did not repeat package publication. Existing credential enrollment is unchanged.Validation: local full observer and qualification suites pass. The shared preparation controls preserve all three observer families and exercise main-anchor substitution/missing-file refusal and exact command dispatch. Native main-storage migration is still pending. Hold merge until root admits frozen import/readback and enables the push-triggered workflow; a PR check does not prove native settlement.
