[W0] Add docs/glossary.md: evidence and confidence terms #18
Description
Context
The README and the PRD (docs/product/touchstone.md) use several terms without defining them in one place: the High / Medium / Low confidence levels, SBOM, VEX, KEV, EPSS, OSV, CSAF, "passive only" and "backport". A reviewer new to the project has to read the whole PRD to find them.
Task
Create docs/glossary.md with one short entry (one to three sentences) for each term above. Take every definition from the README or the PRD; if neither defines a term, say so in that entry instead of inventing a definition. Add one line to README.md linking to the glossary.
Acceptance
- Exactly two files change:
docs/glossary.md(new) andREADME.md(one added line). - The three confidence levels match the README's table.
- Nothing describes a feature as implemented that the README says is not.
- No code, workflow or config files are touched.
This is a small docs-only warm-up for the issue-run path; it is not part of the sprint.
