Gameplane spec 026 (modular dev containers), tasks T025, T026 and T028. Since #54 merged into this PR's branch, this PR carries both changes.
system-deps.toml: this repo's system dependencies, read by the main repo's generator (hack/gen-devcontainers.py).go:make module-validatebuildsgp-moduleand validates every module offline.oras:build.sh pushneeds oras 1.2.0 or newer.pyyaml:validate.pyimportsyaml. The dev container installspython3-yamlwith apt..devcontainer/versions.toml, not literals..devcontainer/: the modules profile, so this repo works as a dev container when cloned on its own (OD-3). The main repo'shack/gen-devcontainers.py --submodulesgenerates these files; don't edit them by hand.validate.yml: a newdevcontainerjob builds the profile on amd64 and arm64 and runs compile-only checks inside it:bash -n build.sh && python3 -m py_compile validate.py(devcontainers/ci, SHA-pinned,push: never).
