CI/CD: add more wheels

• dropping Python 3.8 (EOL reached)
• adding musllinux wheels
• adding PyPy wheels (pp39 and pp310)
  • PyPy needs setuptools<72.2: [BUG] self.linker_ex: TypeError: 'NoneType' object is not subscriptable pypa/distutils#283
• adding 32bit Windows wheels again (still Tier 1 support in Python)
• adding aarch64 Linux wheels

• Issue with QEMU: Random segfault for QEMU builds in GitHub Actions pypa/cibuildwheel#2257
  • but cross compile takes ages, so we wont enable it (now)
