Every dependabot update of an ecosystem is one grouped PR (groups.all, pattern *), and .github/workflows/dependabot-bundle.yml merges all open dependabot PR heads into one branch (deps/bundle) with one PR and auto-merge on; conflicting PRs are listed in the bundle PR and left open. Target: dev.
