feat(platform): custom profile hooks, publish-url check - #36

The custom profile's prepare hook runs at the end of odx vendor and its verify hook during odx verify, with sh -c (cmd /C on Windows) in the project root and ODX_PROJECT_ROOT, ODX_ENVIRONMENT, ODX_SERIES, ODX_LOCKFILE, ODX_VENDOR_MANIFEST and ODX_REQUIREMENTS set, only with --allow-shell or when [trust] projects in the user configuration lists the project. odx build --publish requires the index's url and publish-url, so uv skips files the index already has.
