Closes #22. Publishes the accepted bootstrap expected-denial contract, exact v0.9.2 release identity, installed bootstrap-addendum completeness, and current-record host-path privacy correction. Two independent 136-file projections passed the projection and installed release gates, were byte-identical, and received fresh PUBLICATION ACCEPT / HIGH confidence.
