Implements #72
Add CLOB support like BLOB.

Thank you for the type fixes/removing unused methods in blobs!

Few questions and one suggested fix before merging.

Fix CI/CD

@Enovotny approved but it does look like black was not setup locally? Admittedly I don't think we have a contributing yet but you can see how to setup black locally with Poetry here:

That will fix formatting issues on commit to match the repo standard setup by Eric

Ignoring the formatting now could end up making for confusing commits later, imo

blobs/ignored? Is this a hidden endpoint to allow for blob id in a URI with a path?

If this requires your fix to CDA (i.e. it's not a hidden endpoint now) we might need to lock the package to a specific CDA version and call the version endpoint to test the version on cwms-cli first run. Instead of assuming the /ignored endpoint exists in a given instance.

Think delayed adoption type stuff. And the /v2 /v3 etc does not exist in CDA yet.

'ignored' is recommended in the CDA documentation, see /blobs/{blob-id} endpoint.

Saw this was missing doing a side review of the state of things

Make PyPi test only run when needed (HydrologicEngineeringCenter#76)

Previously we would get failed builds because even if the PR was merged
if the version did not change or did not need to change it would fail.

Doing it this way lets us explicitly bump a version in between PRs and
also make doc/tests changes without having to publish a version.

It requires specific directories be edited AND a diff on the last
committed `/pyproject.toml` version to the current

Mike if you wouldn't mind reviewing this action. There maybe a better
way (already made action?) but I really believe we don't need this to
run on every commit.

Setup Initial Tests (HydrologicEngineeringCenter#87)

This sets up the framework to run recursive tests for the help pages of
the CLI commands.

There are a few decisions we can make on how we handle these tests.
Tossing some decisions to see if you agree @Enovotny?

1. We should not test actual data that CWMS-Python calls, save this for
the integration tests cwms-python does
2. Always test every help page to ensure minimum operation
3. If we go with option 1, do we want to mock the input and outputs that
are expected for each command?
  - Write expected data to the repo
  - Run command i.e. `cwms-cli blob download`
- See if it returns it in the expected format (i.e. stdout string
check)?
This would ensure no changes of the outputs expected and break
downstream processes.

4. Should tests only be ran on a PR merge to main, and only for source
changed in that directory.
For example, only run the `usgs` tests if changes to the `usgs` dir/src
are in the PR. etc.

Note i'm targeting a dev python version to run the tests of 3.10, but
the library itself (cwms-cli) is targeting 3.9

I'd remove JSON and XML from that list. I know you have a note about JSON below that, but it's confusing for new users.

Were bulk uploads added after my changes? If I saw that, I probably would have fixed it so they uploaded with their appropriate paths (e.g. SUBDIR/FILE). I'm also torn on dropping the extension.

Yes, but I originally did the blob source. Sometime after you PR'd the clob stuff I went in and added recursion.

That's a good point, I agree if you do the -r flag and provide a path, then all sub directories and paths could indeed have the relative path. Should that be another flag though and you opt into having it do that? Something like --store-recursive-paths? Or should -r just always use the relative paths.

I'm also torn on dropping the extension.

I also could go either way on this. Ultimately I think I went with no ext because it is an ID of an Ojbect and the extension was leaning more into File based API. Probably me overthinking it!

And yes I believe the pathing is a limitation of how RTD is being rendered in github. Should have a dynamic link to the opposite RTD page.
