This PR adds in blocks of code that allows the mod's configuration file to properly apply modded scrap weights to moons, it also adds the required first bit of code to do the same with custom enemies (Although this PR does not handle custom enemies).

First test code of the scrap / enemy override system.

Tests earlier today were "close" but kept running into mods overloading the list after the call. This code was the latest test, but needs to be verified.
Updated the scrap generation code to now function correctly.

This also addresses a Bug in PatchedContent that left the Items list empty after content population.
Removed the extra debug print calls included in the code that are no longer needed.
