This change is to reflect latest changes in the CSSWG (such as w3c/csswg-drafts#13670), as well as Chromium's decisions to not ship the line-clamp longhands initially.

I'm not sure about the parity with recent decisions or the degree of sync with the spec, but the changes look good to me.

I do think this should also link the text "CSS Overflow Level 4 specification" to the most recent draft btw - I know there are things that link to it, but it feels weird that this is not itself linked to me. I'm also not super crazy about the historical notes personally, they make it a little hard for me to understand. I'm not sure how to do it better though, maybe adding them in summary details if they aren't 100% relevant? That is just a minor comment though and as I say, not sure how to make it better even
