LibRuntimeInspector

LibRuntimeInspector creates read-only runtime findings for PMMP plugins,
commands and scheduler boundaries.

Install and validate:
/easylibrary packages install libruntimeinspector development confirm
restart
/elprobe run libruntimeinspector
When LibRuntimeGuard is also loaded, GuardReportInspector consumes
libruntimeguard.report.v1 and converts retained failures into regular
inspection findings without a hard dependency.
EasyLibrary exposes Inspector snapshots through /easylibrary doctor json and
runtime/runtime-inspector.json in support bundles.
