Add process-documentation (SOP) generator from action lists

Remaining-backlog batch 18 — turn an action list into a numbered step-by-step SOP (UiPath Task-Capture deliverable), full layers + tests + EN/Zh v28 docs + README.

Feature (utils/process_doc, pure-stdlib)

• generate_sop(actions, title=...) → {title, step_count, steps:[{n,command,description,args}], html}; write_sop writes the HTML; describe_step maps a command to a human verb phrase (+ most descriptive arg). Content is HTML-escaped; unknown commands degrade to a readable name. AC_generate_sop + ac_generate_sop.

Verification

• 5 tests pass; ruff clean; radon no CC≥C; bandit clean; PySide6-free.
