Keep PCTL-17 attributed to its legacy tracker
With id still set to the explicitly legacy PCTL-17, changing its source to agentshift creates an unresolvable acceptance reference: the decision packet says PCTL identifiers are not verified AgentShift story IDs, and the repository policy requires verifying the corresponding AgentShift story before updates. Every product-gate record will therefore attribute this critical acceptance to AgentShift without an AgentShift identifier. Keep the source as the legacy tracker until a verified AgentShift story ID can replace PCTL-17.
