Sync with upstream
Replace the retired Astro site with the two governing planning docs ahead of the Docusaurus rebuild (SPECIFICATION.md is normative, DESIGN.md is the design system). Build-cache directories (.astro, .wrangler, dist, node_modules) removed as untracked artifacts.

The big idea is to launch dbsync new docs and community site. This pr just two governing planning documents for the build:
SPECIFICATION.md(normative, 199 numbered criteria) andDESIGN.md(the design system).docs/currently contains:SPECIFICATION.md— the build contract for the new site (Docusaurus-based, replacing Astro)DESIGN.md— the design system (palette, type scale, components)Take a look and me know if you see anything sketchy or if there's any alternative or improvement I should consider before the build begins.
