Thank you for the careful review. We have checked each point against Appendix A of the signed agreement and the proposal. A few clarifications may help distinguish the Milestone 1 inception outputs from the Milestone 2 evidence-gathering outputs. 1. Interview targets The signed Milestone 1 deliverable is stakeholder and audience segmentation. The interview log and completed interview evidence are Milestone 2 deliverables. Section 4 provides the public stakeholder segmentation, while the proposal establishes a target of 15–25 interviews across institutional buyers, AI-agent builders and platforms, delivery and infrastructure partners, Cardano ecosystem participants, and a non-Cardano control group. We cannot publish the identities or confirmation status of prospective participants in a public repository without their consent. The proposal expressly provides for attributable, anonymised, or confidential participation and excludes raw interview notes and commercially sensitive information from publication. As discussed during the CPC call, the named target and institution list will be reviewed privately with Yoram and James rather than published on GitHub. We now have their contact details and will coordinate this directly with them. 2. Competitive-positioning rubric You are right that the concise public report did not make the rubric sufficiently explicit. The agreed working rubric uses a 1–5 scale across the following criteria:
A score of 1 indicates no meaningful evidence or fit, 3 indicates a plausible but partial case, and 5 indicates a strong and evidenced case. Each score must be accompanied by its rationale and remaining evidence gap. The rubric belongs to the Milestone 1 methodology. The actual scoring and competitive teardown are expressly Milestone 2 outputs and are therefore not expected at this stage. 3. Initial claim list The initial hypotheses to be tested are:
These are unassessed research hypotheses, not findings. Their evidence status, corroboration, confidence grading, and conclusions will be recorded in the populated credibility ledger, which the signed agreement places under Milestone 2. 4. Kick-off Confirmed as completed. For completeness, the other contractual Milestone 1 elements are already covered in the report: research questions and success criteria, research methodology and initial source universe, credibility-ledger structure, credibility standards, AI-use approach, and stakeholder and audience segmentation. |

Review — Milestone 1, Inception & Scoping
Decision: Request changes.
What the contract requires
From the signed milestone schedule:
- Services: Refinement and validation of research questions, evidence framework and success criteria; agreement of methodology, source list and audience segments; confirmation of credibility standards and AI-use approach.
- Deliverables: Inception report; agreed research plan and methodology; evidence framework and credibility ledger structure; stakeholder and audience segmentation.
- Acceptance criteria: (1) RFP requirements and proposal commitments reflected in the methodology; (2) kick-off completed and research plan and workspace confirmed; (3) inception report created.
All deliverables and evidence must be present in this PR as Markdown. External references to emails, private documents, presentations, or other materials not included in the PR cannot be treated as evidence.
Issue 1 — External evidence references (blocker)
The acceptance criteria mapping cites evidence that is not in the PR:
- "Email submission on 6 August 2026" — not in the PR.
- "CPC presentation on 19 August 2026" — not in the PR.
- "Word MAF submitted by email on 12 August 2026" — not in the PR.
The CPC presentation is particularly load-bearing: it is cited as satisfying the kick-off and attendance requirement, which is one of the three acceptance criteria. Referencing a presentation that happened is not the same as providing the content. The presentation material needs to be written up as Markdown and committed to this PR — not uploaded as a file attachment, not linked externally. The same applies to any other evidence claimed: if it is not in this PR as Markdown, it does not exist for the purposes of milestone review.
Action required: Convert all cited evidence into Markdown files in this PR. Remove references to external emails and documents.
Issue 2 — "Source list" is missing (blocker)
The services description explicitly requires agreement of a source list. What the inception report provides under "Initial Source Groups" (Section 2) is five generic categories:
Cardano and project evidence; Competitive evidence; Market and adoption evidence; Standards and protocol evidence; Primary evidence.
This is a categorisation scheme, not a source list. A source list names specific documents, publications, databases, ecosystem projects, or organisations that will be consulted. Without it there is no way to assess whether the methodology is grounded or appropriately scoped, and no baseline to evaluate against in Milestone 2.
Action required: Add a source list naming actual sources — not category headings.
Issue 3 — Kick-off not evidenced (blocker)
Acceptance criterion 2 requires kick-off to be completed and confirmed. The milestone report asserts it happened but provides no evidence: no date, no attendees, no agenda, no record of what was agreed. The CPC presentation is cited as evidence but is not in the PR (see Issue 1 above).
Action required: Include kick-off evidence in Markdown — at minimum a date, attendees, and a record of what was confirmed.
Issue 4 — Stakeholder segmentation is generic (quality concern)
Six rows, one sentence each, all category labels. No named individuals, organisations, or specific targets. For a study this focused, the segmentation should anchor the interview plan for Milestone 2. "Institutional buyers and adopters" and "AI-agent builders and platforms" are not actionable segmentation — they don't indicate who is actually being approached.
This is a quality concern rather than a hard blocker, but it weakens confidence that Milestone 2's interview log requirement is on track. Strengthening this now is preferable to arriving at M2 with an under-specified interview base.
What is genuinely good
The research questions are well-framed as hypotheses to test rather than conclusions to validate — this matches the RFP's anti-advocacy stance. The credibility ledger concept (distinguishing documented fact, respondent evidence, analytical inference, and vendor judgment) is methodologically sound. The AI-use disclosure is appropriate and the scope boundary (76,000 ADA core only) is clearly stated.

For clarity, these organisations are confirmed as the initial research target universe; they are not being represented as confirmed participants. Individual identities, consent and outreach status remain in the controlled respondent log. The realised 15–25-interview sample and interview log are Milestone 2 outputs.
