Issue 1 — All evidence is external (blocker)

Both deliverables link to external resources — a Google Drive PDF and a Google Forms survey. Neither is present in this PR as Markdown. The research design document must be written up as a Markdown file and committed here. The survey instrument must be reproduced as Markdown (questions, response options, structure). A Google Form link is not reviewable evidence.

Issue 2 — Three of four contracted deliverables are missing (blocker)

The contracted Milestone 1 deliverables are:

• Research design and methodology
• Cross-hub alignment plan
• Survey and interview instruments
• Sampling framework

The submission lists only two items: a research design document and a quantitative survey instrument. The cross-hub alignment plan is absent. The interview instruments are absent (the survey is one instrument; the interview guide is separate and also contracted). The sampling framework is absent.

Three of four contracted deliverables are not present in any form.

Issue 3 — No acceptance criteria mapping (blocker)

The acceptance criteria require that all artefacts are "adequately documented, reviewed and aligned across all hubs." There is no section in this report demonstrating that the instruments were reviewed, that the cross-hub alignment process occurred, or that the methodology was confirmed as appropriate across Nigeria, Kenya, and Ghana specifically. This needs to be addressed explicitly.

Issue 4 — Template boilerplate left in the document

The deliverables section still contains the template prompt text: "List every deliverable committed to in your grant agreement for this milestone." This must be removed before submission.

Thanks for reviewing and raising these issues.
Issue 1 is genuine and will be worked on. As for issues 2 and 3, the answers to them are in the Research Design Document but of course, I will work on referencing them directly in the RFP as markdown. Issue 4 will also be taken care of.

Update on the review remarks.
All essential documents have been committed to the repo as markdown files and properly referenced in milestone-1.md
Regarding issue 3, a new document (in .md) has been uploaded as evidence that maps to the acceptance criteria.
