Bring Hello World up to the current module contract - #4

Register the page with registerPage instead of adding a raw route, target module API 1.3 on InvoiceShelf from 3.0.0-alpha.3 and PHP 8.4, use SDK 3.4 and its release workflow, and keep .github out of the release archive. Add the CI the reference module was missing (lint, tests, package validation, typecheck and a dist/ freshness check), contributor and agent notes, and a README that walks through running the module inside a host. Version 1.2.0.
