Stacked on #258 for issue #247. Adds a user-triggered read-only recheck of saved opaque Stripe review candidates, displayed per case. Handles still-open, missing from full open-inventory (outcome unknown), missing from incomplete inventory and source outage separately; never infers that an invoice was paid or an agent succeeded. Preserves no automatic polling, no source writes, no customer content, no new MCP permissions, no persistence of source statuses, and all original workflow mapping/discovery/exports. Adds FastAPI/auth/provider-failure tests. This is deliberately a narrow local pilot, not an organization-wide verified business outcome loop. Merge #258 first only after CI, then retarget this PR to main and check its CI.
