Working changes to Guardrail Utilities to accomodate unified strike format
ISGAPPSEC2-38154: Supports the Google Model Armor and Prisma AIRS Guardrails only for now
Knowledge base was generated in an isolated worktree; relocating it into the main checkout's .claude/knowledge-base so it's available from main. Also migrates the KB from the legacy monolithic-README layout to the v3.5.0 index + sections layout: the slim README.md now holds only the Product Profile and a Sections index table, while each of the 10 canonical KB sections (architecture, file-index, surface-inventory, project-standards, internal-quality, external-quality, technical-debt, feature-registry, development-guide, tooling-requirements) lives in its own file under knowledge-base/sections/. This was a pure content carve of the existing monolith (which already used the exact canonical H2 section names) via the assembler — no discovery/IQ/EQ re-run, no new facts. The manifest is updated accordingly and gets a new Incremental Update Log entry describing the carve. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
