What does this pull request do?

• Routes PLD Shield Bash through resistance checks.
• Adds content tags to several abilities that did not have one set previously.
• Adds RDM and PLD era changes to several files. Pending some other adjustments in the repo for full functionality which I've marked TODO comments for.

Steps to test these changes

• Load modules, observe differing behavior for PLD abilities and unable to upgrade OOE RDM merits.
