ux(home): Standard user cannot cancel own scheduled purchases from Home page

Repro

1. Log in as a Standard user (has cancel-own: purchases permission).
2. Navigate to Home > Upcoming Scheduled Purchases.
3. Observe the action buttons next to a scheduled purchase that THIS user created.

Expected

Standard users who created a scheduled purchase should see both 'View Details' AND 'Cancel' action buttons for their own purchases (they have cancel-own permission).

Actual

Only the 'View Details' button is shown for all scheduled purchases, including ones the Standard user created. The user cannot cancel their own purchase from the Home page.

Context

The Standard user role has cancel-own: purchases permission. The Cancel button is missing even for own purchases. Confirmed by QA (Bugs tab row 554, Standard User Role tab row 2.3).

Note: A related fix for admin-scope cancel existed (PR #995, issue #950) but did not address the Standard user's own-purchase cancel button on the Home page.
