feat(providers/azure/services): add Synapse data warehouse support #555

Summary

AWS Redshift is a managed data warehouse service; Azure lacks a direct equivalent in the current CUDly provider implementation. Azure Synapse (formerly SQL Data Warehouse) is the comparable offering but is not yet integrated.

What This Issue Is

Adding Azure Synapse cost optimization support:

  • Discovery of Azure Synapse SQL pools and Spark pools
  • Capacity and workload analysis for rightsizing recommendations
  • Commitment-based discount options (reserved capacity)

What This Issue Isn't

  • Generic data warehouse architecture decisions
  • ETL pipeline optimization (out of scope)
  • Non-compute Synapse components (pipelines, Dataflow)

Suggested Approach

Reference AWS Redshift implementation in providers/aws/services/redshift/ for the service structure and recommendation patterns. Map Azure Synapse SQL pools and Spark pools to equivalent discovery and sizing logic using Azure Compute Management API and Synapse Analytics API.

Acceptance Criteria

  • Azure Synapse SQL pools and Spark pools are discovered
  • Capacity utilization and workload metrics collected
  • Rightsizing recommendations generated (scale up/down, pause/resume)
  • Reserved capacity pricing integrated
  • Integration tests verify resource discovery and cost analysis
