Create Purchase Plan modal not prefilled from selected commitment (QA 6.5)

Symptom (QA 6.5)

Selecting one commitment in the Opportunities table and clicking "Plan from 1 selected" opens the Create Purchase Plan modal -- but the Purchase Configuration section shows DEFAULTS, not the selected commitment's data. Users expect provider, service, account, term, payment, and region to be prefilled from the selected commitment.

Acceptance

• When exactly 1 commitment is selected and "Plan from 1 selected" is clicked, the modal's Purchase Configuration section reflects the commitment's provider / service / account / term / payment / region.
• The user can still change any field afterwards.
• Regression test asserts the prefill values from a representative fixture.

Verified shipped: PR #778 (commit 5f3923d, merged 2026-05-28) is in feat/multicloud-web-frontend. plans.ts now prefills Create Purchase Plan modal with provider/service/account/term/payment/region from the selected commitment; tests in plans.test.ts assert prefill values.
